Democrats Call for a Tax on Imports From Polluting Countries 

Lisa Friedman, New York Times reporter, recently interviewed Joe Aldy, Professor of the Practice of Public Policy at Harvard Kennedy School and HEEP Faculty Fellow for contribution to a recent article, "Democrats Call for a Tax on Imports From Polluting Countries." 

Professor Aldy said:

"A carbon border adjustment is most effective if we never have to use it. If we threaten to use it and that means all our trade partners up their game and do a lot more to reduce emissions, then we never have to use it," adding, “I think that can be quite important and quite effective.”

The article highlights a move by democrats to include a measure that adds a tax on imports from nations lacking sufficiently aggressive climate change policies as part of a sweeping $3.5 trillion budget plan. Supporters of the measure include Senator Markey of Massachusetts and Senate Majority Leader, Chuck Schumer of New York.
