New Handbook from HEEP Pre-Doctoral Alumni

Suzi Kerr and Ruben Lubowski, both former HEEP Pre-Doctoral Fellows, led teams from Motu Economic and Public Policy Research and the Environmental Defense Fund (EDF), respectively, to produce a major new handbook for designing emissions trading systems. The volume is titled Emissions Trading in Practice: A Handbook on Design and Implementation. It was published in February 2016 by the World Bank’s Partnership for Market Readiness, which advises national governments on the design and implementation of greenhouse-gas (GHG) emissions trading systems, and the International Carbon Action Partnership, a coalition of national and sub-national governments whose mission is the advance GHG emissions trading. Pre-Doctoral alumnus Gernot Wagner also contributed to the handbook as part of the EDF team. The handbook may be downloaded for free here.
