HEEP Director Presents Research at Seminar

Robert N. Stavins, HEEP Director, recently spoke at a Regulatory Policy Program seminar at Harvard University explaining the SO2 Allowance Trading Program and the four ironies of this ground breaking policy to combat acid rain. He explained how this same cap-and-trade system could potentially be used for climate change policy. The seminar was covered by the Harvard Gazette, and was also filmed.
