#  HEEP Director Presents Research at Seminar

[Robert N. Stavins](/people/robert-n-stavins), HEEP Director, recently spoke at a [Regulatory Policy Program](http://www.hks.harvard.edu/centers/mrcbg/programs/rpp) seminar at Harvard University explaining the SO2 Allowance Trading Program and the four ironies of this ground breaking policy to combat acid rain. He explained how this same cap-and-trade system could potentially be used for climate change policy.
